In the system of measures regulating the development of the agro-industrial complex, a special place is given to planning, forecasting and programming. Plans, forecasts and programs reflect the goals, objectives and directions of development of the agro-industrial complex and its components, its subcomplexes, the solution of the most important problems, the main parameters characterizing the volume of products, etc.
The tasks of planning and forecasting include determining the volume of products used for personal consumption of the population, production consumption, as well as products that are used to replenish reserves and stocks and are sent for export.
Planning and forecasting are carried out in the agro-industrial complex as a whole, as well as in the territorial context with the allocation of agriculture, processing industry, service sectors, by types of agricultural enterprises (kolkhozes, sovkhozes, interkhozes, enterprises of new forms of management) and farms; in the context of subcomplexes: grain-product, potato-food, fruit and vegetable-canning, sugar beet, flaxseed, oil-and-fat, dairy, meat, egg,tannery. Forestry stands out.
Forecasts for the development of the agro-industrial complex are included in the annual forecasts of the socio-economic development of the Republic of Belarus as an independent section.
The solution of important problems in the development of the agro-industrial complex is carried out through programming. The most significant are: Programs to improve the efficiency of the agro-industrial complex (2000-2005), Republican programs “Conservation and use of reclamation lands” (2000-2005), completed programs “Development of capacities of complexes for growing and fattening cattle” (1999-2001), the Republican program for the development of poultry farming (1998-2002) and others. More than 10 projects for the development of the agricultural sector include the State Import Substitution Program.
Special mention should be made of the Program for improving the agro-industrial complex of the Republic of Belarus for 2001-2005, aimed at improving the economy of all levels and structures of the agro-industrial complex, rationalizing the organizational structure and the effectiveness of relations between partners in agro-industrial activities, technical and technological re-equipment of the industry.
